Measuring progress in nature conservation
against the CBD and PEBLDS
NGO forum discusses the implementation
of environmental conventions in Moldova
On 26-28 October the representatives of BIOTICA Ecological
Society took part at the Forum of
Environmental NGOs in Moldova, where organisations from the
entire country participated.
The participants discussed, among other important things,
the implementation of international conventions to which Moldova
is a Party, including the CBD.
Some reports were presented to the audiance on:
- the role of NGOs in implementing environmental policies,
relations with state institutions;
- development of Aarhus process at the national and international
levels;
- implementation of the Memorandum of Understanding between
NGOs and the Ministry of Environment and Natural Resources;
- preparation for the Pan-European Environmental Conference
in Belgrade, 2007 and other international events.
Dr. Alexei Andreev, the Board Chair of BIOTICA ES presented
the role of NGOs in implementing the Action Plan "Moldova
- European Union", including the chapter related to environmental
protection. During this Forum proposals were made regarding:
- the creation of a National Council that can assess the
implementation of international conventions in Moldova;
- concrete actions for the implementation of international
responsibilities of the country (Kyiv Resolution on Biodiversity,
etc.) and of the National Strategy and Action Plan on Biological
Diversity Conservation;
- launching a consultation process for signing cooperation
agreements with the Agency for Regional Development, Ministry
of Health and other potential partners in order to get the
necessary information and to participate in the process
of decision-making in these State Institutions;
- active participation in the influencing and orienting
the environmental policies towards the European standards,
for this purpose using efficiently the knowledge transfer
and gained experience of civil society from Romania that
is in the process of European Integration.
Dr. Alexei Andreev was the coordinator of the Working Group
on Biodiversity Conservation and Rural Development. He provided
information on EU legislation regarding environment protection
and rural development, among others on the EEC Council Regulation
2078/92 on farming practices compatible with environment protection
and the conservation of the agricultural areas, and the Council
Directive of 12 June 1986 on the protection of the environment,
in particular of the soil, when sewage sludge is used in agriculture.
Some recommendations focused on the implementation of international
responsibilities. Moldova signed the Agreement "Moldova
- EU", which should start this year and also includes
activities provided by CBD, such as the creation of national
ecological network. Another proposal was to introduce ecology
as a compulsory subject in schools in order to attract people
from their childhood in the activities of environment protection
and biodiversity conservation.
