6.1. Description of the project

The ‘Game over? Do not let climate change end the game!’ project is a 4-year-long initiative of a consortium of 10 partners from 8 Central and Eastern European countries to activate the global youth and react to the existential threat climate change represents for the future of humankind. The project has been made possible thanks to the co-financing of the Development Education and Awareness Raising (DEAR) mechanism.

6.2. Purpose and scope of the work; The purpose of this contract is as follows

6.2.1 General scope of the work

Provide the transportation service for eight representatives of the project from Budapest, Hungary and Bratislava, Slovakia, to Augustów, Poland, on 26 June 2023. Transport eight participants to different locations in Augustów on 27 and 28 June 2023. Transport eight participants back to Bratislava, Slovakia, and Budapest, Hungary, on 29 June 2023.

6.2.4 Specific work

The tenderer will be contracted to provide the transportation services of eight participants with the following specificities:

 

6.3. Results to be achieved by the Contractor (outputs, outcomes specified)

Transport participants to Augustów, Poland, and back, as well as to the activities of the wilderness camp organised in Augustów, Poland, within the timeframe of 26-29 June 2023.

6.4. Monitoring and evaluation

The following indicators will be used to assess the technical content of the tender and its implementation:

  • Price of the service
  • Quality of the service

SELECTION AND AWARD CRITERIA[1]

8.   Selection criteria

The following selection criteria will be applied to the tenderers. In the case of tenders submitted by a consortium, these selection criteria will be applied to the consortium as a whole, if not specified otherwise. The selection criteria will not be applied to natural persons and single-member companies when they are sub-contractors.

1) Economic and financial capacity of the tenderer

In case of tenderer being a public body, equivalent information should be provided. The reference period which will be taken into account will be the last three years for which accounts have been closed.

The objective of this criterion is to examine whether or not the tenderer (i.e., the consortium as a whole, in the case of a tender from a consortium):

  • will not be economically dependent on the Contracting Authority in the event that the contract is awarded to it; and has sufficient financial stability to handle the proposed contract.
  • The tenderer understands that matching with one of the criteria of item 2.6.10.1.1. in the Practical Guide will immediately lead to exclusion for participating in the current tender. 2) Professional capacity of the tenderer

The reference period which will be taken into account will be the last three years from submission deadline.

The objective of this criterion is to examine whether or not the tenderer (i.e., the consortium as a whole, in the case of a tenderer from a consortium):

  • has sufficient ongoing staff resources and expertise to be able to handle the proposed contract
  • is not a so-called 'body shop', i.e. a tenderer with no real expertise in fields related to the contract but which simply identifies and proposes experts to fit the project description.
  • Has at least 3 years of experience in the field.
  • Is able to provide reference work from previous.

3)  Technical capacity of candidate

The reference period which will be taken into account will be the last three years from submission deadline. The objective of this criterion is to examine whether or not the tenderer (i.e. the consortium as a whole, in the case of a tender from a consortium) has sufficient expertise and experience to be able to handle the proposed contract.

10. Legal basis and participation

Regulation (EU) N°236/2014 of the European Parliament and of the Council of 11 March 2014 laying down common rules and procedures for the implementation of the Union's instruments for financing external action. See Annex A2 of the Practical Guide.

10.1 Participation in this tender procedure is public.

10.2 Natural or legal persons are not entitled to participate in this tender procedure or be awarded a contract if they are in any of the situations mentioned in Sections 2.3.3.1 or 2.3.3.2 of the Practical Guide. These instructions set out the rules for submitting, selecting and implementing contracts financed under this call for tenders, in conformity with the Practical Guide, (available on the internet at this address: http://ec.europa.eu/europeaid/prag/document.do). Should they do so, their tender will be considered unsuitable or irregular respectively. Please submit the Declaration on Honour for the assessment of these terms.

10.3 All subcontractors must be eligible for the contract. If the identity of the intended subcontractor is already known at the time of submitting the tender, the tenderer must furnish a statement guaranteeing the eligibility of the subcontractor. If any subcontractor identified in this way does not meet the eligibility criteria, the tender shall be rejected. If the identity of the subcontractor is not known at the time of submitting the tender, any subcontract must be awarded according to Article 4 of the General Conditions of the contract. k)         If the offer includes subcontracting, it is recommended that the contractual arrangements between the tenderer and its subcontractors include mediation, according to national and international practices, as a method of dispute resolution. Subcontractors cannot be in any of the exclusion situations listed in Section 2.3.3 of the Practical Guide. Subcontracting is the only permitted form of collaboration with firms that have not been short-listed.

The services required by the Contracting Authority are described in the Terms of Reference.

13. Period during which tenders are binding

Tenderers are bound by their tenders for 90 days after the deadline for submitting tenders or until they have been notified of non-award.

The selected tenderer must maintain its tender for a further 60 days. A further period of 60 days is added to the validity period irrespective of the date of notification.

Tenderers may amend or withdraw their tenders by written notification prior to the deadline for submitting tenders. Tenders may not be amended after this deadline.

14. Evaluation of tenders 

The offers will be evaluated on best price-quality ratio.

15. Confidentiality and ethic clauses

The entire evaluation procedure is confidential, subject to the Contracting Authority’s legislation on access to documents. The Evaluation Committee’s decisions are collective and its deliberations are held in closed sessionThe evaluation reports and written records are for official use only and may be communicated neither to the tenderers nor to any party other than the Contracting Authority, the European Commission, the European Anti-Fraud Office and the European Court of Auditors.

The European Commission reserves the right to suspend or cancel project financing if corrupt practices of any kind are discovered at any stage of the award process or during the execution of a contract and if the Contracting Authority fails to take all appropriate measures to remedy the situation. For the purposes of this provision, ‘corrupt practices’ are the offer of a bribe, gift, gratuity or commission to any person as an inducement or reward for performing or refraining from any act relating to the award of a contract or execution of a contract already concluded with the Contracting Authority. Tenders will be rejected or contracts terminated if it emerges that the award or execution of a contract has given rise to unusual commercial expenses.

16. Notification of award

The successful tenderer will be informed in writing that its tender has been accepted.   

The successful tenderer shall then confirm availability or unavailability of their key-experts within 5 days from the date of the notification of award.

In the event of cancellation of the tender procedure, the Contracting Authority will notify tenderers of the cancellation.

17. Data Protection

If processing your application to tender involves the recording and processing of personal data (such as names, addresses and CVs), it will be processed solely for the purposes of the performance management and monitoring of the tender and of the contract by the data controller without prejudice to possible transmission to the bodies charge with monitoring or inspection tasks in application of Union law. 18. Early Detection and Exclusion System

The tenderers and, if they are legal entities, persons who have powers of representation, decision-making or control over them, are informed that, should they be in one of the situations of early detection or exclusion, their personal details (name, given name if natural person, address, legal form and name and given name of the persons with powers of representation, decision-making or control, if legal person) may be registered in the Early Detection and Exclusion System,, and communicated to the persons and entities concerned in relation to the award or the execution of a procurement contract.
