Narrative
The aim of the project is digital flood plan of the municipality Střílky, which is currently not equipped to function in case of a power outage. A digital flood plan for a municipality is a plan that serves as a tool for monitoring and managing flood risk in the given municipality. The project also involves purchasing an alternative power source in the form of an power plant to ensure continued operation of the digital flood plan.
Financial data
The total cost of the project was 235 988 CZK (9 973 EUR), from which 200 589 CZK (8 477 EUR) was paid by EU funds and 35 398 CZK (1 496 EUR) from public source of Czech Republic.
Recommendations
In general, for flood protection measures, green infrastructure solutions should be preferred, such as natural flood management, wetland restoration, and river restoration which provide benefits for both flood protection and biodiversity.
Even though, from an environmental perspective the project of purchasing an electrical center as a replacement source for the digital flood plan of the municipality may have some indirect environmental impacts, such as CO2 emissions and decrease in air quality, it helps to minimize potential environmental impacts of floods and their associated risks. The use of the fund for the protection of the environment for this project may be seen as appropriate if it contributes to the overall goal of mitigating the environmental impact of floods. Nonetheless, the long-term environmental benefits of the project are dependent on the proper management and maintenance of the digital flood plan and the electrical center. To ensure sustainability of the system, an alternative source of energy should be considered, instead of diesel generator.
