Narrative

The aim of the project is to improve the section of the Riga railway hub, which is part of the TEN-T railway network, in order to improve the safety, quality and capacity of the railway network.

The project includes:

  1. building and electrifying the second track in Mangaļi – North Wales;
  2. rebuilding station park tracks;
  3. modernising the alarm system;
  4. constructing two double-track crossings for pedestrians.

In carrying out the project, there will be:

  • increased capacity passage;
  • increased efficiency and quality of day-to-day traffic organisation work;
  • increased safety and reliability of traffic;
  • reduced risk of environmental contamination;
  • improved quality of life, mobility and security for citizens.

Recommendations

Despite the large funding of the overall project, a technologically outdated pedestrian bridge has been built on Ezera Street, which poorly meets environmental accessibility requirements and makes it difficult to move to people with reduced mobility. There is a pannea built across the bridge that is too steep for a wheelchair or a pram, and the available hoist is narrow and does not work in other similar objects. Moreover, the bridge is not fully connected to the existing pedestrian infrastructure, which could be further addressed by closer coordination between the municipality of Riga and Latvian Railway.

Plānojot teritorijas apbūvi, svarīgi ņemt vērā tās ģeoloģiskās īpašības, lai izvairītos no līdzīgām situācijām. Turklāt esošais finansējums dotu daudz lielāku atdevi, ja tiktu ieguldīts esošo degradēto ielu un ūdenstilpņu sakārtošanā, ne jaunu izbūvei, kas turklāt ilgtermiņā novestu pie vēl lielākām pašvaldības izmaksām ielu tīkla uzturēšanai.
