Narrative

"Nationwide advisory support system for the public sector, housing sector and enterprises in the field of energy efficiency and renewable energy sources" is a project implemented by the National Fund for Environmental Protection and Water Management (NFOŚiGW) and 16 regional partners. The main idea of the project was to create a nationwide network of professional energy advisors who will support local communities free of charge by advising on low-carbon economy, energy efficiency and renewable energy sources (RES). Points have been opened in each province offering advisory services to individuals, small and large enterprises, housing cooperatives and communities, state territorial units, universities and public authorities. The assistance offered applies to m.in. support in the planning and implementation of environmentally friendly projects (e.g. modernization of heat sources, thermal modernization of buildings, selection of RES installation), indication of sources of investment financing available on the market, conducting training and information and educational activities, support in the preparation, verification and implementation of low-carbon economy plans and conducting training for municipal energy engineers. There are currently (2023) 89 advisors operating nationwide.

The value of the project: PLN 119,302,435.14 (about EUR 27,379,270.93), with EU co-funding: PLN 118,917,797.43 (about EUR 27,290,998.63)


Recommendations

One of the main objectives of the project is to increase public awareness of the development of a low-carbon economy. According to the https://doradztwo-energetyczne.gov.pl/ website, more than 340,000 advice and consultations have been provided so far, and more than 3,000 educational and training activities have been carried out. Every resident can use the help of energy advisors free of charge. In the case of the energy poor, it is useful to help them fill in the paperwork in obtaining financial support, provide advice on how to reduce heating costs and electricity and water consumption, and give tips on where to look for potential savings. The activities of the advisors can be extended to include the climate dimension – advice on adaptation to climate change. The project should be continued independently of EU finance support.

The EUKI competition for project ideas is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It is the overarching goal of the EUKI to foster climate cooperation within the European Union (EU) in order to mitigate greenhouse gas emissions.
