Narative

Through its public environmental fund Eko Sklad, Slovenia supports the energy renovation of old buildings to benefit energy-poor inhabitants. The fund pays 100% of costs (up to EUR 10,000) for investments in thermal insulation, installation of energy-efficient windows and doors, and installation of solar hot-water panels or heat pumps.

Recommendations

Grant instruments are to be focused on poor households that cannot otherwise afford such investments. Investing in deep energy renovation is a long-term solution that is superior to a temporary transfer of social funds to help energy-poor households pay their energy bills. The latter approach tackles the symptoms but fails to address the root causes of energy poverty.
