within the framework of the project

BUILDING THE EUROPEAN PEATLANDS INITIATIVE: A STRONG ALLIANCE FOR PEATLAND CLIMATE PROTECTION IN EUROPE

The OBJECTIVE of the assignment is to provide peatland policy consulting services for the outcomes of the project.

PROJECT LANGUAGE: English

TERRITORIAL SCOPE: Central and Eastern Europe

THE CONSULTING SERVICES INCLUDE:

  • Developing one guidance on science-based emission reduction pathways for peatlands and soils connected to five national climate strategies from Central and Eastern Europe. (Deadline of completion: August 31, 2024).
  • Providing recommendations for peatland-related national action plans for peatland management measures and their funding, focusing on the condition of peat soils and how emissions from organic soils contribute to the LULUCF sectors. (Deadline of completion: September 30, 2024).
  • Providing guidance for the professional content of multi-stakeholder- and capacity-building workshops organized in the topic. (Deadline of completion: depending on the dates of the workshops).

EXPECTED RESULT: Guidance and recommendation papers. Target value: 2

TIME HORIZON OF ACTIVITY AND LOCATION: The consulting services are expected to be provided between March 11 – September 30, 2024, via email and online consultations.

PROFESSIONAL APPLICATION CRITERIA

  • Strong background in the topic of peatland policy or closely related policies 
  • Experience in publicly funded (e.g.: EU) projects 
  • Proficiency in the English language, especially in writing
  • Ability for independent work, possessing the necessary technical equipment
  • Experience in assessing international and national policies, strategies 

ELIGIBILITY CRITERIA:

The applicant should be a registered entrepreneur, NGO, or private company in a European country with the ability to issue an invoice.

REQUIREMENT OF THE PROFESSIONAL AND FINANCIAL OFFER:

The offer shall contain:

  • CV & a cover letter
  • Professional offer containing a list of at least three proofs of experience (e.g. studies, publications, project outcomes) in the field, with links to access them
  • Financial offer including all fees/costs (including VAT if relevant) of professional services provided by the applicant, including all technically and physically required materials and equipment, which makes the applicant able to fulfil the task (no separate reimbursement will be provided by the project).
  • Proof of professional knowledge of the English language.
  • Proof of legal registration as private entrepreneur/NGO/organization/company (community VAT number).

APPLICATION PROCEDURE:

  • Entrepreneurs/NGOs /organizations/companies should submit their applications alongside the above-mentioned documents electronically.
  • All application documents must be written in English and sent by email to Eliza Óhegyi Project Coordinator at eohegyi@ceeweb.org (+3630473 94 24) and in cc to office@ceeweb.org.
  • Applicants will be announced on the results of the tender at the latest by 11 March 2024. The winner will be provided with the draft of the contract(s) including all the payment conditions.
  • The offer will be automatically rejected if the offer does not include all expected documents.
  • The contract will be awarded to the most economically advantageous tender, which is identified on the basis of the best price-quality ratio.
  • Interviews for selecting candidates will be organized online between March 1-8, 2024.
  • The procurement procedure complies with the Minimum Standards of the Procurement guidelines for projects financed by GIZ following the process of ‘Request for at least three candidates to submit tenders’.
  • CEEweb reserves the right to withdraw the tender if the price-offers exceed the budget allocated to the tasks or if the applications do not fulfil all requirements of the tender.

About the project:

The project aims to enhance climate mitigation and reduction of GHG emissions through an improved pan-European collaboration for the conservation and restoration of peatlands, sustainable agricultural use of peatlands, and regeneration of healthy soils. It supports the pressing of European climate protection efforts through socio-eco nomically and ecologically sustainable conservation and restoration of peatlands. It will build up a strong and sustainable European network of national governments and stakeholders exchanging knowledge on national peatland policies and strategies.

Via international workshops and high-level networking events, the objective is to create a European Peatlands Initiative in close cooperation with the Global Peatlands Initiative from the United Nations Environment Programme. This project will foster decision-makers to base national strategies and policies on up-to-date peatlands data and best practice management and will improve pan-European cooperation between scientists, conservationists, private landowners, and farmers networks.

Through knowledge exchange and publications of maps, institutional capacity in peatland-rich countries will be developed, with a special focus on Central and Eastern European countries. Guidance on emission reduction pathways will be provided for national peatland strategies. Farmers, private landowners and site practitioners who want to contribute to sustainable drainage-free peatlands will be supported through sectoral workshops and tutorial videos.

The project aims to contribute to the implementation of LULUCF, CAP, and Nature Restoration Law targets.

Background:

Peatlands are indispensable ecosystems in the fight against climate warming. Healthy peatlands can be the most space-efficient long-term carbon store and sink in our planet’s terrestrial biosphere — twice as much as in all the world’s forests. Improved collaboration on a European (and worldwide) scale is crucial to conserving and restoring peatlands.

Despite their importance, about 15 % of the world’s peatlands have been drained for agricultural use, extracted for horticultural use, or burned and mined for fuel. Europe is among the continents with the largest peatland losses. In Europe, the overall are a of peatland is ~10 % of the total surface area. The total proportion of degraded peatlands in Europe is 25 %. Drained peatlands emit substantial amounts of greenhouse gases — in the EU, ~220 Mt CO2eq per year (~5% of total EU emissions), mainly from conventional agriculture on drained peat soils. The need to reconsider peat extraction and start restoring peatlands becomes undeniable.

Goals & objectives:

The project contributes to several of the UN’s Sustainable Development Goals, including reducing GHG emissions, maintaining ecosystem services, and securing lives/livelihoods through improved adaptive capacity.

National governments and project partners work together to:

  • know where peatlands are and how they are changing;
  • identify uses and drainage-free livelihoods that help to protect peatlands and move toward their sustainable management;
  • develop and implement policies and institutional frameworks that take account of the uniqueness of peatlands and the need for action to avoid threats, keeping them wet and stopping
  • their drainage; and
  • to identify financial solutions to develop ways that both private and public sectors can invest in healthy peatlands now and in the future.

Main activities:

  • Building a European network for peatlands
  • Mapping and data analysis (using the best available peatland distribution data and new maps tailored to national strategies)
  • Supporting national peatland strategies
  • Dissemination of knowledge and awareness-raising

Funding: The project “Building the European Peatlands Initiative: a strong alliance for peatland climate protection in Europe” is part of the European Climate Initiative (EUKI). EUKI is a project financing instrument by the German Federal Ministry for Economic Affairs and Climate Action (BMWK). The EUKI competition for project ideas is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It is the overarching goal of the EUKI to foster climate cooperation within the European Union (EU) in order to mitigate greenhouse gas emissions.
