Narrative
Accelerating the introduction of RES is one of the pillars of REPowerEU in order to reduce the EU's dependence on fossil fuel imports from Russia and the EU's transition to clean energy. The aim of Reform 2 is, through 3 sub-measures, to create prerequisites for the further introduction of RES and green technologies (including hydrogen) and at the same time take into account the public interest in the field of environmental protection and biodiversity. By simplifying and streamlining the permitting and other administrative processes, the further development of RES will occur, and by implementing the elements of zones suitable for their development (from the English go-to areas), it will be ensured that investments will be realized in areas where there will be no unwanted disturbance of nature protection and biodiversity. Partial measure 1: Creation of methodologies and 2 pilot areas suitable for the development of wind energy (from the English "go-to areas").
Goals
The aim of the measure is to support the further development of RES, specifically the use of wind energy and the increase of its share in the energy mix in Slovakia, by creating 2 pilot areas suitable for the development of wind energy with a total potential of installed capacity of at least 300 MW ("Pilot zones on development of wind energy"). Within the Pilot Zones for the development of wind energy, potential investments will be made easier thanks to the implementation of relevant permitting procedures in the field of environmental protection (in accordance with the EIA Act) and technical preparation at the level of operators of the transmission system and distribution systems already in the process of their creation. In connection with the creation of Pilot Zones for the development of wind energy, a methodology for the creation of areas suitable for the development of wind energy ("Methodology - wind energy") will be developed, which establishes relevant and objective criteria for the selection of locations suitable for the use of wind energy and the determination of other areas for development of wind energy, within which accelerated and simplified permitting procedures in the field of environmental protection will be applied, as regards investments, or projects implemented in such designated areas. The quality of the Methodology - wind energy will be ensured through the close cooperation of experts from the Ministry of the Interior of the Slovak Republic, the Ministry of Economy of the Slovak Republic, other interested parties (e.g. operators of the transmission system and distribution systems), as well as external experts. The result of the measure will also be the creation of an effective portfolio of interconnected information systems, the result of which will be the linking of databases, more efficient management of the information required for the authorization of RES and the processing of map documents.
